It's the first movie by Trey Parker and Matt Stone, the guys who made South Park. They made it while they were still in college.
Check out the commentary after you've watched it through once, it's just as good as the movie.

Great thread. Ive picked up many gems and id like to give something back.
Many of my recommendations, I saw by chance and they genuinely blew
me away. There not exactly obscure but im certain that many havent seen.
Lone Star [ Over a decade before "No country for old men" came out... films like Lone Star were being made.]
Hunger, 2008 [Outstanding prison film!!!]
Fido [A refreshing variation on the exhausted zombie genre]
Code 46 [Fantastic! Forbidden love and sci-fi go hand in hand. Slightly reminiscent of "1984"]
One point [ Not bad but an interesting take on the dsytopian nightmare genre]
Twelve and Holding [ Fine film about the Loss of innocence and young adults distortion of reality]
Bound By honour, 1993[My guilty pleasure. A latino ganster 3hr epic set in the early 90s/LA....my fav period for these types of films.]
Diva [Stylish dark cyber punk movie that i cant recommend enough]
The beast of war [ Tyranical tank commander and his crew get lost in mountains of Afghanistan. "Das boot" on land hehe]
