SLA bandwidth

Got my ovh server and since the upload speeds arent that great i wonder if the SLA setting has something to do with it? Under bandwidth management i have option to turn off the SLA. Thats some kind of service quality. now it took me forever to figure out what does that do, and how does it affect the speeds, and they do not tell you anywhere about it.
Just now i opened up ovh.pl and found something interesting:

Przepustowość 10 Mbps SLA lub - 100 Mbps bez SLA .

I turned of the SLA and lets see if my capped 10mbit speeds are gonna get better.

Wanted to know if any of you know anything about SLA, and how does it affect the speeds.
