ok i got where you are mistaking, its called Bur-Dubai not only dubai. we basically in dubai have two side in dubai, two side of Main River, Bur-dubai and Bur-Diera.In the emirate of Dubai there is also a city called Dubai. To distinguish it from the emirate of Dubai, call it Dubai City.

There is more to the emirate of Dubai than Dubai city. There is a lot of sand and some towns too. Take a look at a map and you'll see.
