I see links to a lot of forums/sites in a lot of Usenet posts.
Example:

Every time I go to sign up at one of these forums they all seem to be non-english forums. Does anybody know any forums where usenet uploaders fill requests and post scene content and the primary language used is english? Just curious

On merlin's portal they have a rule against requesting so it's just another NZB indexing site :/ An example of what I was looking for would be like FTNforum.nl except in english. Sorry for not giving an example like that earlier.

But I also agree with you that the chances of having a reup section are slim to none
