U sent weak speedtest a lot, but I think if a user has low upload and low download in the same time he can keep his ratio easily, (it's ur rules anyway of course), if u wanted to give revtt inv. to someone who kept his accounts in big trackers for 3 years (= not a cheater, no low ratio) and will sign up using his name since 2004 (= no trader) let me know so that I can pm u my status.
