At first it was everybody.at first I tought that only nordic ip`s are allowed
Then it was only Nordics and anyone who they caught who was outside Nordic got banned.
Now it is all who are "tolerated", just don't ask for help or assistance if you are non-Nordic or you will be booted, they realised that some Nordics actually live outside of the Nordic IP range, so if you are non-Nordic then keep quiet about it
