Make sure the rubber plug on the inside bottom of the tank is all the way down.

Fill the tank with sand---right to the rim.
no, that won't fix it but the next time you flush it'll be very cool.
If it is a long arm with a ball on the end of it(Stop I will start again!
If your cistern is the type that has a large sphere on the end of a long metal rod.
Then VERY gently and caefully try and bend the metal rod forcing the ball further down into the water a bit more. This would mean that the ball rises to where it stops the inlet valve earlier than normal. Obviously this cure can not be done too many times.
If this works it will be all cisterns go

I live in New York, in an apartment. It has no tank, just some pipes, which I've tried fiddling with. What does help occasionally is to unscrew various bits, but I haven't gotten the practice perfected. And by the way, there it goes again!
