Sometimes, but mostly its users with invites. Problem is, most of those users with invites will probably look to friends before inviting a complete stranger.
Its not impossible though, I was asked to join a site recently (not ftn) that I did not request. Just got a pm asking if I wanted an invite, how nice is that.

Failing that get into a a good tracker with a good & active forum/IRC and get to know good people who you can eventually call a friend, and very soon you will get everything and anything you will ever need by either being offered it or by making it known you are looking for something.
