It might be worth mentioning to sites if using a seed box but most should be able to tell with a quick check

the eAstern-european fiber connections (the way I understand it) are only capable of high speeds when transferring data to another person on the same netwrok, in the same city or region. The network within the city is 100% fiber, but the connection to the outside world is traditional copper. so unless the peers on that torrent are your fellow countrymen, they'll only see average speeds.
