it seems WTAW will only change lvl if staff member say so..

many sites should go down and up but no one cares anymore

Having staff change the levels of sites seems a lot more objective than having idiots trying to move SCL and iTS up to level 9.

I see no point anymore, i understand the rarity part. Some invites are just not out there and strict rules. It is just good to see a organized list which is pretty accurate(do not know because i do not have all sites or any top ones neither.) Somem members want only small communities and that comes along with rarity.
