I think Pisexy Should jump to lvl 4/5 because you never see invs from there anymore, even though sign ups were open there 5 weeks ago...
As of the signups being closed, The site is very hard to get into know-a-days.

Can anyone explain to me why RevTT & TL always remain at level 3?
For Rev, ever since their open sign up weekend, only way to join is with an invite,
and they have banned or deleted about 16,500 accounts since the open sign ups
3 months ago.
TL, the only way to join is with an invite from a VIP, and they were
closed for a while.
On another note, why does Blackcats not go up a level to at least 5?
Invites are disabled, and have been for a long time, which makes it nearly
impossible to join. The only way I seen people join there is by trading
with someone willing to give up their account. I don't trade, so for
someone like me, it makes it impossible to join.
What does it take for a tracker to go up a level?
Yes, I noticed tvt.ro went up a level since their invites are disabled,
Blackcats has had their invites disabled for a long time, yet, they remain
at level 4?

It shouldnt be level 5, at least not yet. There are still 45000 registered members, thats a huge number. So loads of people can easily trade accounts. However the max user number set there is 25000, so when they start pruning users and the numbers get closer to that target, then it should go up a level maybe even two.
