I'm not certain of his exact condition but I've read one article stating he is "paralyzed and remains in critical condition."
Another said, "The victim's daughter, who cried openly at the press conference, said that her father was fighting for his life from his hospital bed."

I think perhaps what threw you is the self-effacing nature of your average Brit...it's a bit of a national trait. No-one enjoys slagging off the British as much as them themselves. Therefore, when something shitty happens in the US as a result of a corrupt society it seems perfectly natural for us to ride in its wake in a desperate attempt to absorb some of the shame.

Laying aside the latest trend wherein all such cars seem to be driven by illegal aliens, I'd say there are some parallels in the behaviors of the driver and the onlookers.
"Afraid to get involved" has morphed into "not my problem".
