No wizard. Just select the source, load the NTSC film template, and select Settings... Right click on the Frame Rate button to unlock the field (ignore the warning) and change it to 25fps. This shouldn't change your bitrate, but should adjust the reencode to convert to NTSC Film @ 25 fps.
I'll grab a couple screen shots if you need it...
::If you need to, you can also edit the standard bitrate from the Settings tab (1150kbps VCD, 2520kbps SVCD)...

I'm not mad about the whole PAL thing. I'm actually using this as a learning experience.
