Windows 2003 Web Edition (the standard one).
    No need to use Plesk.
However, Windows is not free. € 10 a month (except the first two ones).
So, if you don't want to pay for this, you will need to install a GNU/Linux distribution and do the setup. But it's little bit harder than setting this kind of things under Windows.

This version is free the first two months.
That means that you will only need to pay some extra charges if you rent the server for 3 months at least.

What do you mean by "to use it on utorrent webui"?

Note that if you choose an OS and you don't like it, you can change it through the manager.

You don't install utorrent "on" webui, basically the webui is just an addon. You install utorrent like you would on any PC, and get it running proporly. Then you install webui (takes like 20 secs) so that you can control utorrent from anywhere.

You just need to decide whether you are going to use utorrent on windows (extra €10 a month) or on linux with wine. Of course you could always just use a native linux client as wine can be a bit heavy on the system, but it should be fine really.
