approx 10% of your standard cpu clock speed is possible without too much hassle
so if you have a 1000MHz cpu, you should get 1100MHz
of course, it's dependent on which cpu and motherboard you have (as well as the rest of the setup), but 10% is a rough guideline

the video card depends on how it plays for you. if you find the card is lagging in games, you may want to try overclocking, but you should try it out first
if you're wanting to play hl2 and doom 3 (as you say earlier in the post), you may want to overclock, but try the games out first before you try it. you may be surprised by the performance
