Yes it does.
For the longest time, the donation counter was showing a goal of €1500 for each month. This wasn't the actual case. As you can see the donation goal has now been updated to reflect €2000. Servers cost a lot of money.
Sure there would be quite a bit left over in the PayPal account, but if you were paying attention to the donation status that month, you would notice that without invites being offered, donations weren't even going to come close to meeting the monthly goal. Sure, this wouldn't make a difference for one month, but think of it in the long run. If donations kept coming in at only 35% each month, eventually there would be no money to pay for the site with. This is actually a prime example of why it's important to keep more than you actually require (and accept donations past 100%) inside of the PayPal account.
So yes, this has everything to do with paying the bills.
How many pays to get an invite to invite someone unless the one who wants to be invited pays the inviteer to pay for an invite...
