Who says that a forum should be open? I think that a tracker should have more torrent activity than posts on a fourm. Except a few expection, all this new ultra-super-secrets have more forum activity than torrent activty. i*i is an example. They have less than 500 torrents and more than 5000 posts.
I don't join to the trackers for the forum. I do it just for seed things. Then, if I want, make some posts on the forum. But I really don't waist much time on the tracker's forums.
I think that the first and more important activity on a tracker are the files. Then comes the forum activity. That is 'cause I think that those "trackers", where is more important the forum activity, they shouldn't be called trackers.
