I prefer PhotoImpact 8 by Ulead. There are several copies on K-lite also.
It is very simular to Paint Shop Pro but offers more advance features.

I use photoshop as well...I've used paintshop pro and fireworks, but have always come back to PS7...it's an amazing program and there are TONS of tutorials on the net to get u started!
