i cant really say what or waffles independently because the two sites complement each other nicely they both have their faults and benefits
What is like a masive music warehouse, where you can get what you want in the size you want. That's why I prefer Waffles, it's got a great community and more obscure stuff.

Waffles forum is dominated by a pack of regulars (the "troll brigade" i like to call it), their chat section receives tremendous amounts of activity, all the users know each other quite well. What forums receive less activity (but still more than most private trackers) but topics generally stay on topic, the atmosphere is more mature and it's easier for new people to get involved
What.CD IRC is more active though(or so i've heard anyway, i don't frequent it)
