with such a slow connection, u are probably behind a proxy. This means that many users will share the same IP for the "outside world", meaning that any other subscriber of cablecom that uses the same proxy, when cheating, will get all the users behind that same proxy banned.
it was quite common with dial-up connections to speed up transfers, and some ISP's still use the same method when dealing with slow connections, as it appears to be the case.
Besides if you can put here a log of your traceroute, it can help us to check if that's the case. Because if the IP appears at the forth hop, it can mean exactly that it has passed through the proxy.
They banned a proxy address, not necessarily you. So you are fucked cuz there will be no way for them to distinguish whether you are a good user or the cheater.

Sharing the same Ip huh ... Well if that really happened then you are really unlucky , however the proxy thing seems to be more acceptable , My advice to you is to start with a new ISP and make sure that no body else has the same ip . I dunno u so I can't judge you , but if you really are honest about what you posted earlier , then hard luck but it's never too late to start all over again
