No - that is not cheating, it is not classed as cheating, nor is it considered cheating, slight overseeding but not cheating by any standards.
What is meant by cheating is faking your upload stats to trackers by using a programme that alters the real amount uploaded, some try to be clever and work within ratios of 1:1, and some are too stupid that calling them dumb is kind, they fake their stats so high as to be noticed by the system easily or by good coders who have coded anti-cheat scripts that highlight such activities. But in all respects it is still considered to be the one of the biggest sins you can do on trackers and your details if caught cheating will be circulated to other trackers.
If it is a shared seedbox, leave a note with staff or in your profile with the username of the person you are sharing the seedbox with, dual IPs can sometimes be classed as dupe accounts and both accounts disabled without notice.
Better safe than sorry.
