    hmm doesn't work...everything went red, including hdbits.org and waffles now.

    so i type ping 24.218.164.212?

    i get a couple of request timedout, and then packets: sent 4, received = 0 , lost = 4 (100%loss)

    just to clarify, in case i'm doing the wrong thing. i'm supposed to type
    'ping 213.253.169.130' in cmd?

    if that's right, then i'm getting the same thing

    Yes that's right, the application sends a packet to the destination host (ping) -
    if this host is reachable and alive, it will send a packet back (pong).

    The timeout indicates either that you can't communicate with the target host or that pinging is somehow blocked on your network.
    You can easily find out if pinging generally works by just trying a known server such as google.

    I guess that second proxy also doesn't work in utorrent?
    In this case, is it possible to just browse that host -> http://213.253.169.130 ?
