OK, anysite worth its salt will max your connection basically. Unless they allow user uploads, then it will depend on the uploader.

SCT,FTN and BitmeTV max my download speed even on old torrents and this is the main difference btw high level and low leel tracker.You can easily max your down speed on new torrents at low level trackers but you cant do it on old torrents.
