Honeslty it just depends on the tracker. Some trackers don't care about giving out invites to it's members as it likes turning over it's userbase, they like having lots of peers, etc. So if a tracker doesn't care about how many invites it gives to it's members than it's members don't care about giving out invites to strangers.

The majority of "older" members are "raised" with the knowledge that the more rep points
they get the faster they become members to the level-100 ***** tracker.
What is the easiest way? Give as many "cheap" invites as you can.
When it comes to "expensive" ones you cannot request unless you have +200 trading rep points,
or more than 10TB upload in another "expensive" tracker.
As invites are becoming currency it's normal to have "expensive" and "cheap" ones.

Umm idk, any tracker that open signups all the time, give it's members tons of invites, and don't have anything in their rules about giving away invites. So that would narrow it down to Eleventy Seven trackers.

but there is still big differents between filled stranger request by throwing to him invite like that and filled stranger request after checking his past and doing little research on him and see how he's doing in other trackers.

In an ideal world what you are saying would be perfectly plausible but then again it aint ..
In an ideal scenario there wont be any BT rep which prompts users to give away invites in the first place so that they can garner more rep in order to pursue their dream of gettin into high level trackers ..
In an ideal scenario there shouldnt be a invite/trade section as both of them are percieved to be equally bad by the staff ..(Invite only ppl you know and trust) .. There would only be a request section
Most importantly there wudnt have been any levels to talk about
But this would never happen as this is how the things works .. Debating wether this is right or wrong wont change the way the things work ..
Its wrong but then if every person would actually care about the tracker community then every tracker would be as good as its members and there would be no sense in having levels ..
