My dad really wants me to get "Banco à Bangkok pour OSS 117". I have been unable to find it on any of the trackers in which I am a member. I'm guessing maybe a European (French) tracker maybe? Any suggestions? Many thanks.

You won't find it in any french tracker since it's a old film (french tracker are mostly scene trackers). The only torrent that could interest you is on KG but it's not the film you requested. It's a part of OSS 117 saga and it's been realised by the same director:
"Niente rose per OSS 117" AKA "Murder for Sale" (1968).
