i was watching tv , clicked on a random channel
and this is what i got

It's neither, It's from "Cool hand Luke". Paul Newman is in it but The "boss" Godfrey I think said it as part of a speech when Luke first gets to the chain gang. It was also quoted in Civil War-GNR.

This is of course if you are talking about "What we've got here is a failure to communicate"
