Does this happen with all wallpapers from
themexp.org?

After you download, view it in ms paint
or somethiing before you apply the background.

If it looks fine, make sure you are applying
it using right click desktop -> properties.

yea it happens to every wallpaper i download and try to put as my wallpaper and i am appling it right

it was a gif it needs to be bmp srry for the incoenvnce
