i had a similar problem with my last pc. every media player i used would playback with a static hissing sound. it was light but definitely noticable...moreso at lower volumes. it took me about a year of googling and playing with settings. i tried different speakers. i tried putting in a new sound card (i was using the onboard sound). i just couldn't fucking figure it out. lol it makes me angry even thinking about it now.
long story short i gave up. at some point i downloaded vlc and it turned out to be the only player that wouldnt produce the hissing sound. unfortunately vlc doesnt really have an intuitive playlist/library feature. a little over a year ago i built a new pc...but it was too late
moral of the story....i stopped listening to music on my pc pretty much. the only music i hear is my own ego wimpering in the background.
now i wear black nail polish, tight pants, and my hair looks like a rooster shit on itself.

If it worked fine with VLC but nothing else, and it also didn't work when you replaced the sound card then it was
definitely a software issue, most likely a codec issue.
