I'm just wondering if there's a tracker that has music tracks or samples that can be used for making videos.

No, I'm not referring to general music, but rather the type of samples that add nice music effects onto a video.

Hope this question makes sense.

I'm starting to make some videos using Adobe Premiere, and want to have options for the background music.

I first thought of Musis-vids, but reading your post again that's your music video's finished product.

Then maybe audionews.ru or proaudiotorrents, but they are mainly for music samples and music apps.
But both may well have what you are looking for.
