Thats really an interesting effect, if it isn't a third party plug in I wanna try with liquify and keep you posted.

I think I got it.
Set the Smudge Tool to 100% and have fun.
If you want to avoid including the background, extract the object before you start smudging.
Every time you brush/stroke, smudging it into each new layer will make things easier when you want to retry.
