Is there a shortcut, or a way to make a shortcut to toggle between being able to view hidden and files and not?

quickest way is to open a folder, goto 'tools' - 'folder options' - 'view' - check the box on or off

It IS possible to create a shortcut to "Folder Options" in your Control Panel, but is this something that you alter that often?

You can add the 'folder options' menu to the tool bar/explorer bar/whatever it's called in windows. Right click on it and go to custimize and add folder options. That way it's always right there when you need to change something.

Perhaps my wording was not precise.

I meant that you can create a shortcut on your desktop to the Folder Options located in your Control Panel....

Given the high standards of spelling and grammar exhibited on the forum I am now suitably embarrassed.
