About the modem thing , to achive maxinum performance you want to get a modem that runs above 512K. This may alow you to cap your connection and achive slightly higher than 512K, considering that ADSL is available at a maxinum of 8MBPS.

I have never seen an adsl modem which is not capable of 8mb/s download speeds (though they may exist). The speed is controlled from the head end, not from your modem, so uncapping your modem (which is what I think you meant) is not a possibility. It was originally possible with CABLE modems, but this loophole has largely been plugged.
