No......what you will be doing is basically renting a 'computer' (server) from some company. Then you can install whatever torrent client you want as well as an FTP server. The client will download the files to your rented 'computer' and then you use FTP to download to your computer. That way your home/college computer wont need to worry about torrent problems.

For private trackers, yeah many require a ratio if you don't want to be banned. But, becuase you have now have a rented 'computer', that computer will do the downloading and sharing. ( Using a far superior connection than you might have at home. )
That way your college connection is not involved in any sharing, only downloading from an encrypted ftp connection. ^^
