DSP Group TrueSpeechTM Audio

I know how easy codecs are to find, but for some reason this one is a freekin ghost. Its for windows 98, a friend of mine needs it for sppech chat and does not have a Windows 98 disk(I know) ..anyway we are doing a "last know good right now I don't know if it will work but I do know that codec will fix the problem. i just can't find the freekin thing
