why not?
because he has SweDVDr, and he doesn't want it to go down
and he want ScT to go down because he doesn't has it.
so when he will has ScT ,he won't let it to go down..

Exigo should have this :

+ (Means the tracker is abit more rarer than it's current level but less than
the next level)

then sct should go down because many people offer it.
