Can someone explain to me.. if somebody has level 4's or level 5's etc, how is it possible for them to move up a level if members are going to refer back to the list on page 1?

Wouldn't the only availble option be to move side to side i.e. other level 4/5's

first of all, there are things called *rip offs*
2nd. there are many kind people that are willing to give account or invite for a lower level.
3rd. some people have high levels and would really need something that is lower. and so they would trade.
4th. if you have a very high buffered account on for example lvl 5, you could trade it for something higher.
5th. you could also win high level accounts on the giveaways.
