GhostRetired19, the concept of this thread seems to be unclear to youwhat.cd has been open for signups, yes, but that was for about one day after they opened and IIRC only for the first 1500 users. The tracker has managed to get 18k users in the meantime and most of those needed invites to join. So the question is why you want a site that had open signups some time in the past at level 1 because if you'd do this consequently, half of all trackers would need to be in level 1.
Waffles at 4, What at 3 is okay. STMusic has closed and should be moved to level 2 and later maybe to 3 as they have no regular invites (promotion & donation only).
AceTorrents is not a popular tracker but no regular invites have been given out for months and the last open signups were a couple of months ago as well. Based on rarity the tracker should move up.
BiT-HDTV has closed all invites for the moment and should be moved up as well for as long as this is the case.
HD-bits.ro has open signups and should go to level 1.
