I have a Samsung SP8004H 80 gig and I hardly ever hear a sound from it.Even with the side off my case I don't hear it.

I have tried both Seagate and Western Digital HDDs and they both seem very quiet.
In my experience the two biggest noisemakers ( on a regular basis ) are the power supply and the heatsink/fan.
Your burners (CD/DVD) can be noisy also, but it's not like they run constantly like the other two examples.

I cant tell the difference between my CPU fan and Harddrive..but my rig is extremelly! quite...cant even hear it at allll
