Hopefully that is only true is it is given in a giveaway or to someone that you don't know.
Sometimes requesting in public is only an attempt to make the people you know aware of the situation.I hardly see why anyone should be penalized for that.

Agreed though that the best and preferred way is through the interview though.That way What knows that it is getting a member able to contribute to the site and the person taking the interview never has to worry that their account will be banned because oops their inviter does something wrong.
