Ok so I know it seems shallow but I neeeeed some black ram. (DDR2 1066) around $100 for 4 gigs max) I returned some unneeded stuff and I have a store credit

I'm looking at these three (unless someone has another suggestion)

    Mushkin Enhanced Blackline 4GB

    CORSAIR DOMINATOR 4GB

    or
    OCZ Reaper HPC 4GB

    Opinions at all?

    I wouldn't touch Mushkin.
It's a shame...they're local to me and I used to deal with them direct (still have a stash of Mushkin promotional material around somewhere) but about five years ago the product went to shit and wasn't compatible with hardly anything.

Of the three you list, I'd go with OCZ.

    And yes, it IS shallow.
But I understand...otherwise I'd recommend my personal fave, Patriot.

OCZ is pretty good stuff, haven't had any problems with my pc3200 stuff. They have a good warranty & customer support as well.

Corsair is industry standard and trusted by millions of users. I would go for that.

One question, probably a stupid one: are you going to use those mems to OC ? Or are you going to use them at default settings?
This is what makes all the difference when picking ram.

If you're going for a light OC, then go for the cheapest ones.
The price really comes into play when you want to achieve certain goals in OC, which are dependable on how far you can push their FSB. For light OC, any of the current chips will do. Hell, I even used transcend cheapo sticks to OC a celeron dual core from 1.6ghz to 2.9ghz. (OK, i used a divider, but nevertheless... )

I'd go with the dominators out of those. Although that's mostly because it's the only brand out of those I've had much experience with. And last I looked Corsair did have the ram OC world record (not that that matters much, but still).

If you're not gonna OC much you could always go with xms2 for DDR2, though, the cheaper ones with the plain black hs. Those are really good value, IMO.

I put some into a build a while back and have no complaints.

Currently using twelve gigs (6x2GB) of XMS3 (DDR3) as well, and they're prime- and occt-stable with tighter timings (8-8-8-22 instead of 9-9-9-24) and a very mild OC at stock voltage. Very happy with them.

EDit: Never go with a shit brand if there are options from a decent manufacturer within your budget range, btw, even if it means paying a little more. There's always at least a measure of quality control you can rely on if it's corsair or patriot or whatever, even if it's their most low-budget option.
