i dont have elements atm, but i'm pretty sure they should work fine.
the link to get both 'xenofex' and 'alien eye candy' is on this page or the one before. you can use these filters with paint shop pro and some macromedia progs too.
for that bubble effect thing, all you do is a light to dark gradient on a layer, then use the eye candy 'Water Drop' filter
