I could be wrong but maybe a bot checks users ever x hours and reports status?

Well I look at BitMe & TvT.ro, and I see people had been banned since 2008 and still you can see on their profile "Last update: 8 minutes ago"
how is that? they're abusively not "interacting" or "updating"!

There's always a sure-fire way of knowing what "Last Checked" means - asking the tracker's staff

It's about some scripts that are always running on the site. The script checks the user and see if its ratio increased in such a manner that he should have account upgraded to another class (this is just one of the examples).
