    mines bogged down before, but i dont think that slow.....
    what brand of modem?
    (on motorola sometimes its as easy as unplugging the modem for about a minute, it lets the modem reset itself cause, from what rr told me it can pick up errors sometimes that affects performance)

    if ur downloading from a crappy source then u will be getting crappy speeds. if u constently getting crappy speeds it could be ur isp, u can check ur speed when ur connected by using something like DUmeter. In sygate firewall it shows me my speeds when im downloading etc which is pritty useful

    if you have a motorola surfboard cable modem, you can reset it by opening internet explorer and typing in http://192.168.100.1/startupdata.html then you can see all the ins and outs of the modem and reset it from there if you need to go under configuration and click restart modem
