Is there way to make it WIDESCREEN with VCD? It looks funky on STANDARD FULL SCREEN

Yes, u can just change the resoloution size in Tmpgence try using 480x480 (576 is for Pal encodes)

If your source is widescreen just set the Video Arrange Mathod on TMPGEnc to Full Screen (Keep Aspect Ratio)

No don't do that, that will make it full screen.
