Production I.G., Tokyo, Japan is the name of the company that created the anime in Kill Bill. The animators are too many to name... it's in the credits of the movie, but it wasn't just one artist, but a team of them responsible for the anime. The whole movie in based on a manga character called "the Bride" from Q & U (I have no idea if the manga is of the same title or if the scenes and anime are inspired by scenes in this manga.)

I read from some sources the show is actually inspired by the bride from Q&U.

The Kill Bill anime and the Animatrix story about the black guy look like they have been drawn by the same folks.
