Probably, I suspect it's a 5 or 10 to 1 recompression from that 22 Mb source since it's 6 GB, not the usual 1-2 GB per hour, which is more like the size of a 1080i encode.
The TV rules haven't changed much since 2004, They're measured by length and disc space.
eg. a <30min show should be 175mb, 700mb divided by 175mb = 4. So you can fit 4 episodes to a CD.
Also, you take the feature into account, If it's an animation it's also usually -<175mb. Animations (usually) look good at any bitrate.
