The Thoroughbred a replacement for the Palomino series CPUs. It is the technonlogy use in the fabrication process. The Palomino is µ18 and the Thoroughbred is µ.13 which is much smaller. With CPUs, smaller is better, they can run faster and cooler.
Here is a picture to compare the two. The Thoroughbred is at the left:

And, yes, an AMD 1800+ is faster than a 1.8 Celeron.
