Uhh, no they don't. People use 1.6.1 because it's the last version released before BitTorrent Inc. started influencing the code. Some people use 1.6 instead because it came out long before that deal even happened.
Many trackers have banned these clients as they're horribly outdated and 1.6 at least has a security flaw, so telling him to use those is kind of dumb unless he has a reason to.
The 1.8.x series is fine as long as you get the proper version/build, there were some pretty buggy ones.
