looked around, couldn't find any stats. Anyone know which one has a bigger peer base?

I suppose TL. Around 200.000 members.

After sorting both of their torrent lists by the amount of seeders, it appears IPT is the winner.

IPT has more torrents, TL has more peers per torrent...

TL has more, assuming that neither of them runs multiple trackers, like what.cd does. Observe the number of torrents on IPT. TL has many more seeders per torrent.

Can you access these stats pages on every tracker?

I have been able to access the stats page only on sites which use XBT tracker, when the tracker URL is in the form of http://domain.com:port. For instance, SCC's announce url doesn't contain a port (http://scc.org/announce.php), so I haven't been able to find any stats page for SCC. I don't know which tracker software SCC uses.
