Not all sites allow you to change your secret question. I know Battle.net questions cannot be changed, it's quite likely this mail provider does the same thing. Helps prevent things being resold and such.

well battle.net is not an email provider. just using it as an example. I'm sure there are other reasons why a security question cannot be changed easilysell mail Acc?
